Parking Advisory Committee - Special

THAT the agenda for the Parking Advisory Committee meeting held on March 13, 2023 be approved as amended to include the addendum.

THAT the Correspondence – Information Items listed on the agenda for the Parking Advisory Committee meeting held on March 13, 2023 be received as information.

THAT, further to the memo dated March 1, 2023 regarding recent Council decisions related to parking rates and revenues, the Parking Advisory Committee provides the following comments: • consider paid parking in large parks (JB Tudhope, Couchiching) • the Committee looks forward to seeing more information related to demand based model and some details for estimated utilization rates • consider extending hours requiring paid parking (beyond Monday to Saturday during the hours of 9 AM to 5:30 PM) • consider eliminating free parking in December • consider how rates will impact amounts for fines • consider exploring increases to all revenue generating opportunities such as the Lakehead University agreement at Rotary Place • consider on-street parking additions on Coldwater and Colborne Streets; AND THAT Council consider that all parking revenues be moved to the Parking Reserve and not be used to decrease the tax levy.

THAT, further to the agenda submission dated March 1, 2023, from the Manager of Legislative Services regarding Boat Trailer Parking Rates the Parking Advisory Committee provides the following comments: • a higher non-resident rate of $10 per hour to a maximum of $50 per day supports first use by Orillia residents • Committee supports position to not offer an annual/seasonal permit
