THAT as recommended in Report DSE-23-57 dated October 31, 2023 from the Development Services and Engineering Department, the Orillia West Transportation Planning Study, as set out in Schedule "A" to the report, be received; AND THAT the recommendations contained within the Orillia West Transportation Planning Study be considered and incorporated, as necessary, into future Capital Project plans and Development Charge Background Study updates.

THAT as recommended in Report DSE-23-56 dated October 31, 2023 from the Development Services and Engineering Department, Chapter 251 of the City of Orillia Municipal Code - Delegated Authority be amended as set out in Schedule "A" to the report to delegate Council's authority to staff to establish Temporary Speed Limit Reductions in Construction Zones, Detour Routes, and streets adjacent to construction zones.
